Reminds me of my old school. Some kid wrote "bomb" in chalk on the sidewalk so for 3 years no one could wear backpacks or use pencils without supervision just in case a 7 year old tried to stab someone to death with it. No really, if you were caught with a pencil outside of class you were given detention.
